Clark fills three top
managerial positions

County Executive Paul Clark introduced three top officials of his administration calling them "highly qualified professionals who bring a lot of experience and vision to the table." Marcus Henry, director of development for the Wilmington Housing Authority, succeeds Anne Farley as general manager of community services. Harry Hill, retired former director of state Medicaid and medical assistance division, will head the county Department of Special Services, replacing Pat Creedon. Richard O'Leary, a director with Corning Inc., succeeds Lynne Howard as chief of human resources. The appointments have to be confirmed by County Council. Clark said on Jan. 14 that there are still some personnel changes coming to complete formation of his administration.
