First county union agrees
to contract concessions

One down; four to go.

County Executive Paul Clark's office said in a press statement that it has negotiated a new labor con- tract with Local 1607 of the American Federation of State, County and Municipal Employees, which represents 366 county government clerks and technicians.

The two-year contract, which is retroactive to Apr. 1, includes concessions equivalent to the workers taking a 2.5% pay cut, according to the statement issued June 29. That was the standard Clark set to balance the fiscal 2012 budget without resorting to layoffs.

The concessions include increased workers contributions to their healthcare insurance plan and "adjustments to overtime compensation." In return, there is a no-layoffs provision which applies just to workers covered by the contract.

The statement said the agreement was ratified a week ago by members of the local, but did not explain why, considering its significance, the public was not promptly informed of the agreement.

Negotiations with the four other unions are continuing, the statement said.
