The exercise was a city event, but several state and county and private agencies provided the kind of support they would have in the event of the real thing.

Mayor James Baker (center wearing dark suit) and other observers witnessed the activity while remaining 'invisible' to the participants. Several city blocks around the school were cordoned off and residents and others with reasons to be there were escorted through the neighborhood. Although a large number of emergency personnel were involved in the exercise, officials said the city was fully protected while it was going on. One 'real emergency" -- a case of heat prostration -- occurred during the event and was handled in routine fashion.
