The Board of Education believes:
• Every child deserves a qualified
competent teacher;
• Fairness and equity include:
◦
Taught by qualified teachers;
◦
Well-maintained facilities;
◦
Enrichment activities
◦
Special services and programs
• Diversity enhances educational
quality and preparation for life after school; and
• That our goal is equitable results
for all children rather than merely equal opportunity as
indicated by equivalent 'inputs'
The Neighborhood Schools Committee
(NSC) will provide no
fewer than two plans that:
1.
Implement the Neighborhood Schools Law;
2.
Address the law's provision to ensure fair and equitable
education for all;
3.
Ensure that the District Priorities can be achieved in all
schools;
4.
Recognize that the law allows for alternate plans;
5.
Provides for the following considerations:
a) Choice;
b)
Multi-year phase in to minimize disruption; and,
c) Assures
that children can stay in the school in which they started
through the highest grade offered in that school.
After the NSC determines a plan,
staff will include the following data elements in the report to
the Board:
1.
Projected enrollment, including number of classes per grade
level and class size;
2. Number
of students receiving free and reduced lunch at each school;
3. Number
of students whose feeder pattern would change as a result of the
plan;
4. Racial composition
of each school;
5. DSTP
performance profile for each school;
6
Mean, median and maximum for home to school (complete
distribution if feasible);
7. Number of students who would qualify for special
education services;
8.
Transportation impact; and
9. Implementation cost, including supplies,
materials, administrative costs for the transition, moving
costs, etc.
